Despite having the largest longan cultivation area globally, China still imports Vietnamese longans. The import price ranges from USD 1 to 1.5 per kg, depending on the time. Vietnamese longans are favored for their sweet taste, thick flesh, attractive appearance, and diverse varieties. The fruit is especially popular in Guangdong and Guangxi provinces.

The documentation includes three main types of certificates:

  • Plant Quarantine Certificate: Certifies that the fruits are grown, harvested, and packaged at specified locations and are free from harmful pests as per Chinese regulations.
  • Food Safety Certificate: Ensures that the exported fruits meet pesticide residue limits. Although not all fruits have specific residue regulations, this certificate remains essential. If no regulations are specified, the buyer and seller may negotiate the terms.
  • Traceability: This regulation, enforced by the Chinese General Administration of Customs since 2019, requires that planting area codes and packaging facility codes issued by Vietnamese authorities be submitted to China. The Chinese customs then reviews and approves the list.

Issuing Planting Area and Packaging Facility Codes

Fruits can be exported to China once the enterprise obtains the necessary codes. The steps to obtain these codes are as follows:

  • Enterprises declare according to the appendix of document No. 3906/BNN-BVTV.
  • The local authority verifies and submits the request to the Plant Protection Department (PPD).
  • The PPD issues the codes and monitors local implementation.
  • The Chinese General Administration of Customs confirms the codes.
  • The PPD provides the list of codes to local contact points.
  • The local contact points provide the codes for enterprise use.
  • Export proceeds.

Certificate of Origin (C/O)

Enterprises need a Certificate of Origin form E issued by the Export-Import Department, Ministry of Industry and Trade, as follows:

  1. Registering Trader Documents: The file includes the Registration of signature and seal sample; Business Registration Certificate; Tax Registration Certificate; and the list of the trader’s production facilities.
  2. Request for Issuance of C/O form E: The file includes a duly completed and valid application form; one original and three copies of the completed C/O; Customs declaration form after customs clearance; Commercial invoice; Bill of lading.
